This program was supported by a three-year capacity-building program from the Federal DHHS Office of Minority Health to enhance the administrative and programmatic ability of minority-serving organizations to address the HIV/AIDS epidemic by providing free assistance. Services available from CNYHSA under this grant included:
- one-on-one technical assistance to help individual organizations and collaborative groups address specific needs.
- leadership development programs and workshop series which provide opportunities for administrators, managers, and volunteers to learn more about potential solutions to common needs.
- resource products which provide reference materials and management tools recipients can share with others.

Program Priorities
- Leadership Involvement through service planning and inter-agency coordination and collaboration, support for efforts of faith-based entities, and promotion of expanded civic and media awareness and greater com-community response.
- Program Development through introduction of culturally sensitive approaches to increase the effectiveness of services; client behavioral change and life skills development; expanded testing, prevention, and outreach services; and organizational growth and development (e.g. visioning and strategic planning, membership retention; program development and sustainability, management systems, governance, grant writing, and financial management)
Program Resources/Consultant Panel
The program's resource panel included: CNYHSA staff; ECQ Group, a NYC consulting company whose diverse staff have over 70 years experience in managing health and social services programs and providing capacity building services to minority and HIV/AIDS service organizations; and other experts whose specialized knowledge can be brought to bear on specific technical assistance needs.
