Timothy J. Bobo, Executive Director

 Timothy Bobo has served as Executive Director of CNYHSA since 1991 and in that capacity has managed all agency program and policy functions including planning initiatives, research and data development, consulting and marketing strategies, Certificate of Need review, sponsorship of the CNY HIV Care Network, and grant and contract development. His 30+ years of experience in health planning, community organization, and consultation has encompassed lead staff responsibilities for health systems development in ambulatory care, rural health, acute care, long-term care, home care, and managed care as well as special studies (e.g., cardiac care services), community needs assessments, and presentation of testimony before State legislative and policy bodies. Mr. Bobo recently completed a term as a gubernatorial appointee to the New York State Rural Health Council and was a founding member of the Central New York AHEC and the New York State Association for Rural Health. He currently serves as an officer on boards of three Syracuse-based health/mental health and managed care organizations and has published in the Journal of Child Health. In addition to degrees from the University of Cincinnati (Masters of Community Planning) and Xavier University (BS), Mr. Bobo received an MBA from Binghamton University in 2001. e-mail

Gerald M. Richmond, Jr., Deputy Director

 Gerald Richmond has more than 30 years experience in health systems research, strategic planning and program development, public and private sector consulting, benefit design and managed care, and data management. He has been involved in all aspects of health care delivery including primary care, acute and specialty care, long term care, and mental health. He has been responsible for Medicaid managed care program and network development, hospital consolidation initiatives and bed need studies, cost containment policies, practice variation analysis, expenditure tracking, business coalition and perinatal network development, financial ratio analysis, computer programming, statewide data coordination, and organizational strategic planning and facilitation. Mr. Richmond has published in Home Health Services Quarterly and NYS Journal of Medicine and made numerous presentations at state and national conferences and workshops. He holds a BA in History from Brown University and a Masters in Regional Planning from Syracuse University. He also served as a Peace Corps Volunteer in Malaysia. e-mail

Stephen E. Waldron, Ph.D., Associate Director

 Stephen Waldron has 30+ years experience in health and human service planning and development, including program management; strategic planning; community development; resource and facility development; education and training; grantsmanship; public policy advocacy and public relations. Since 1991 he has served as coordinator for the Central NY HIV Care Network; administrator for rental assistance programs serving clients with HIV/AIDS; and consultant for an AIDS Housing Coalition. Other positions include management consultant to a Long Term Care Executive Council and a 911 Communications Control Center; grant writer for community health programs; and Assistant to the Director, Education Department, U.S. Agency for International Development, New Delhi, India. Dr. Waldron is currently President of the American Lung Association of Central New York and has served as a member of local and statewide boards and working committees for several voluntary health and arts organizations. He holds a Master's Degree in Social Sciences and a Doctor of Philosophy degree from Syracuse University, and a BA from Drew University. e-mail

Debbie Brown, Controller

Debbie Brown’s financial management expertise and duties at CNYHSA encompass program budgeting and review, grants management, agency administration, financial analysis, accounting, and audit preparation. She administers the agency's HIV/AIDS rental assistance programs, which are supported by over $400,000 in state and federal grants and is responsible for agency consulting in financial management and internal audit control.  Prior to CNYHSA, Ms. Brown worked as a federal government Accountant.  She also worked as a Project Manager for one of HUD’s subcontractors by managing their South California housing contract. In college, she tutored Macroeconomics as a student tutor. She holds a Master’s degree in Accounting and a Bachelor's degree in Finance with a Minor in Mathematics from SUNY Institute of Technology. e-mail


Candace E. Murray, Senior Planner

Candace Murray's main staff role centers on program support for CNYHSA's HIV/AIDS Technical Assistance Program.  She also assists with processing HIV rental assistance and care coordinatrion requests and provides staff assistance to the Central NY HIV Care Network.  Prior to her position at CNYHSA, she served as Program Evaluator at Liberty Resources where she provided staff support for their Continuous Quality Improvement Team. She also interned at Huntington Family Centers where she assisted with program administration, strategic planning, grant writing, and staff training and at The Salvation Army where she handled referrals, completed intakes, and worked with disabled adults in their Social Day Program and worked for Vera House were she served as Daytime Residence Supervisor. She holds a Bachelor of Science in Child and Adolescent Psychology from Saint Mary’s College of California and a Master of Social Work with a concentration in Community Organizing, Policy, Planning, and Administration from Syracuse University. e-mail
