CNYHSA provides the only local mechanism and forum in Central New Yorkfor review and comment on project proposals submitted under the state's Certificate of Need (CON) law. CON legislation in New York State dates back to 1965 and is intended to focus on cost containment as well as afford the general public a voice concerning proposed changes to the health care system in their communities. Reviews address three major criteria:
- Public or Community Need
- Financial Feasibility
- Character and Competence of Owners and Operators
